Borivali Commercial Real Estate: Mumbai’s Next Business Hub

Mumbai’s commercial real estate market has expanded beyond its traditional business districts as infrastructure improvements and changing occupier requirements reshape the city’s office geography. From Nariman Point in the 1970s to Lower Parel in the 2000s and the subsequent rise of Bandra-Kurla Complex (BKC) as a leading business district, the city’s development has repeatedly followed a similar pattern: improved connectivity encourages business activity, which in turn supports commercial real estate growth. Borivali could be the next location to follow this trajectory, emerging as a potential business destination in Mumbai’s Western Suburbs.

The expansion of the western corridor offers a precedent. As BKC matured and office occupancies tightened, businesses increasingly considered Andheri, where proximity to the airport and suburban rail network supported commercial activity. Goregaon and Malad gained momentum over the last decade, benefiting from the Western Express Highway, Metro connectivity and the development of large integrated business parks. Together, these locations have attracted multinational corporations, IT firms, global capability centres (GCCs), media companies and financial services firms, establishing the Western Suburbs as Mumbai’s largest office market outside BKC.

Several of the factors behind this expansion continue to influence corporate location decisions. Rising rentals in established business districts, the need for access to talent, hybrid working arrangements and demand for larger development parcels are prompting companies to consider emerging commercial micro-markets. For businesses seeking operational efficiency without moving too far from established residential catchments, locations beyond the city’s traditional office hubs are gaining relevance.

Borivali has several characteristics that could support this next phase of commercial decentralisation. Already a major residential market, the suburb also occupies an important position within Mumbai’s transport network. Its location on the Western Railway line and the Western Express Highway connects it with Dahisar, Mira-Bhayandar and the northern Mumbai Metropolitan Region, providing businesses access to a substantial workforce and consumer base. Existing Metro connectivity, alongside upcoming corridors, adds to its multimodal transport links and could strengthen its appeal to commercial occupiers.

Commenting on the factors shaping Borivali’s commercial prospects, a spokesperson for Chandak Group said, “Commercial markets evolve when infrastructure, accessibility and demand converge. Today, businesses are evaluating locations not just on rental costs but on the overall ecosystem they offer; from connectivity and workforce availability to social infrastructure and future growth potential. Borivali is beginning to demonstrate these characteristics and as infrastructure projects near completion, the micro-market is well positioned to attract a broader mix of businesses while creating long-term value for investors and end users alike.”

Upcoming infrastructure projects are expected to strengthen the suburb’s connectivity further. The ₹16,600-crore Thane-Borivali Twin Tube Tunnel is expected to reduce travel time to Thane by nearly an hour, establishing a faster east-west connection. The Goregaon-Mulund Link Road (GMLR) is expected to improve access to Powai, the Eastern Express Highway and Navi Mumbai. Meanwhile, the planned extension of the Mumbai Coastal Road to Borivali could improve north-south movement and make travel to South Mumbai easier. Collectively, these projects are expected to improve Borivali’s links with key business districts and support its emergence as a commercial location.

Infrastructure, however, is only one part of the equation. The development of quality office space, alongside housing, retail, hospitality and civic amenities, will be critical to establishing a sustainable commercial ecosystem. A senior industry expert said, “Commercial markets typically mature in phases. Infrastructure creates accessibility, but sustained growth is driven by the convergence of quality office developments, housing, retail, hospitality and civic infrastructure. Borivali already has many of these fundamentals in place. As premium office developments gradually enter the market, the suburb is well positioned to transition into a connected business and lifestyle district with strong long-term investment potential.

Redevelopment is also changing Borivali’s urban landscape. Large projects are creating opportunities for modern mixed-use developments that can accommodate premium commercial spaces alongside residential properties. The transition resembles the earlier evolution of Andheri and Goregaon, where redevelopment activity helped lay the groundwork for more established commercial ecosystems. Recent large-scale redevelopment announcements have also reinforced developers’ long-term confidence in the micro-market.

Whether Borivali develops into one of Mumbai’s major commercial destinations will depend on the pace of Grade A office development and the extent to which corporate occupiers establish a presence there. The suburb’s transport links, residential base, planned infrastructure and redevelopment activity provide several of the conditions that supported the earlier growth of Andheri, Goregaon and Malad. The next stage will depend on whether these advantages translate into sustained office demand. Borivali’s emergence as a business district is not yet assured, but its development trajectory places it among the locations to watch as Mumbai’s commercial real estate market continues to expand.
