New Delhi: The Maharashtra Government is working on a time-bound roadmap to accelerate the development of India’s first AI Innovation City near Navi Mumbai International Airport, being developed in partnership with the Tata Group. The proposed 300-acre project, backed by an announced investment of $11 billion, will focus on AI data centres, high-performance computing, semiconductors and Global Capability Centers (GCCs).

Shri Kaustubh Dhavse, Chief Advisor (Investments & Strategy) to the Chief Minister of Maharashtra, outlined the initiative at the 6th Real Estate & Infrastructure Investors’ Summit (REIIS) 2026, organised by NAREDCO Maharashtra at the Jio Convention Centre in Mumbai.

“The infrastructure that Maharashtra has created gives us an opportunity to take Mumbai, Maharashtra and India to the next level. We now have the momentum; the task is to execute at scale, create the right environment”, said Dhavse.

The AI Innovation City is envisaged as a major technology and digital infrastructure hub, bringing together advanced computing capabilities and technology-led industries. Its proposed location near Navi Mumbai International Airport places the project within Maharashtra’s broader infrastructure and economic development agenda.

Dhavse highlighted the role of infrastructure development under the vision of Chief Minister Devendra Fadnavis in preparing Mumbai and Maharashtra for the next phase of economic growth. He also emphasised the importance of data centres in supporting the state’s digital ambitions.

Maharashtra currently accounts for about 66% of India’s data-centre capacity, Dhavse said, underlining the state’s position in the country’s digital infrastructure ecosystem.

The government is also working to strengthen the supporting ecosystem for advanced technology industries through new universities, healthcare infrastructure and knowledge institutions. These initiatives are expected to help develop the talent base required for artificial intelligence, technology and advanced industries.

As part of its broader AI agenda, the state is pursuing six Centres of Excellence and AI Innovation Regions across Maharashtra, Dhavse added.

Emphasising the importance of execution and investment confidence, he said, “With Maharashtra emerging as a key driver of India’s growth, predictable policies, credible execution and infrastructure-led development will be crucial to translating investment interest into tangible economic outcomes”.

Pranav Adani, Director, Adani Enterprises, highlighted the opportunities emerging from India’s infrastructure expansion and urbanisation. He stressed the need to develop an ecosystem capable of supporting the country’s next phase of economic growth, noting that the convergence of infrastructure and real estate would be critical to creating new economic centres and unlocking the potential of emerging urban corridors.

Gautam Singhania, Chairman, Raymond Realty, said, “India’s real estate sector is at the epicentre of the nation’s transformation towards a $10 trillion-plus economy by 2047. With the sector already contributing over 7% to GDP, infrastructure-led growth is reshaping Mumbai and the MMR, creating new economic and residential growth centres.”

Singhania called for greater institutional capital participation, easier financing for upfront development costs, a dedicated framework for rental housing, GST rationalisation and faster urban redevelopment to support the sector’s continued growth.

Dr. Niranjan Hiranandani, Chairman, NAREDCO India, said, “The real estate sector was entering a period of significant transformation, driven by infrastructure expansion, urbanisation and the emergence of new growth centres. Mumbai 3.0 is a major opportunity to reshape the metropolitan region, with improved connectivity opening up new possibilities across residential, commercial, logistics and emerging asset classes such as data centres.”

He added, “REIIS 2026 provides a platform to rethink investment strategies, harness AI and build resilient structures that can support India’s journey towards a multi-trillion-dollar economy”.

Kamlesh Thakur, President, NAREDCO Maharashtra, emphasised that Mumbai’s redevelopment agenda should be viewed as a long-term urban transformation initiative rather than a series of individual projects. He stressed the importance of creating liveable communities supported by adequate physical and social infrastructure.

“India’s $30 trillion economic ambition by 2047 requires Maharashtra to be a leading partner in that journey. As the real estate industry, our goal must be to contribute to that vision through infrastructure creation and digital transformation,” Thakur said.

The 6th Real Estate & Infrastructure Investors’ Summit 2026 brought together real estate developers, financiers, investors and bankers to discuss key developments shaping India’s real estate and infrastructure sectors. The discussions covered alternative capital, cross-border investment, urban redevelopment, real estate liquidity, infrastructure finance, artificial intelligence and PropTech.

The summit highlighted the importance of coordinated investment, long-term financing, predictable policies, technology adoption, skilled manpower and sustainable urban planning in supporting India’s economic ambitions for 2047.
